Removed need to specify receptor for each time stamp when all receptors have... 

Removed need to specify receptor for each time stamp when all receptors have fixed location, means RECEPTORS file can be given with no timestamp in which case receptor output is given for each lrecoutstep time. Changed reading of satellite receptors to read in only those for current day. Fixed bug in interpolation of reagent fields (CL_fields) between months.
