Refactor: Remove deprecated ICU compression interface

Removed the following obsolete functions:
- icu_compress
- cmp_cfg_icu_create
- cmp_cfg_icu_buffers
- cmp_cfg_icu_imagette
- cmp_cfg_fx_cob
- cmp_cfg_aux

These have been replaced with the chunk compression functions
(compress_chunk() and friends).
