Add Ubuntu 18.04 + CUDA 10.2 & 11.2 definition files

Simplified the existing base Ubuntu 18.04 + CUDA X.Y definition files
to utilize the new(er) apt-based, meta-package approach to install the
NVIDIA drivers and CUDA libraries from NVIDIA's public ubuntu1804/x86_64
repository.
