Introduced shared identifier metadata download component

Shared component

Only one component is needed for all sorts of identifier metadata download buttons.

Button renaming

The button is now called IDENTIFIER .XML instead of the previous name METADATA .XML to highlight that only metadata about the identifier, not the data set is downloaded.

Additionally, the identifier metadata and the subset metadata are now more visually separated, the same way it is handled with databases.

Database identifier download button

The identifier metadata download button has also been added to the database toolbar in case the database has an identifier.

Can you please check if these changes are what you had in mind for the identifier metadata download button? Especially regarding the renaming and that I did not move the button as we talked about, because it should not be necessary anymore since I renamed the button.

Is this still a draft? If no, please remove the draft and I will look into it :) totally did not see it was actually ready?

I just marked it as a draft because I was not sure if you'd be okay with the way I adjusted the download button.

Implementation-wise it is ready to merge.
