tests: hanzi data coverage

Currently no tests for this step, only indirectly through the tenplate tests.

Could add:

• Test that ensures that overrides are still necessary (could have been fixed in a future cnchar version) * Coverage for utility functions * Maybe later a test that everything in the packs looks normal and has the expected fields
